When should I use full URL mode?

When the text is already a URL and you want spaces and non-ASCII characters encoded without encoding the slashes and query separators.

When should I use component mode?

When the text is a single query value or path segment. Component mode encodes almost everything except letters, numbers and a few safe characters.
